In Ukraine, salaries of employees of central government bodies are growing faster than average incomes of citizens. In the first seven months of 2026, civil servants’ salaries increased by 24.2%, while the average salary of full-time employees in the country increased by only 14.8%.
How much do Ukrainian officials earn
According to published data, the average salary of employees of central government bodies from January to July 2026 increased from 53.3 thousand to 66.22 thousand hryvnias.
At the same time, the average salary of full-time employees in Ukraine increased from 28.1 thousand to 32.2 thousand hryvnias over the same period.
Thus, the average salary in central government bodies is more than twice as high as the national indicator.
The highest payments were recorded in certain state institutions:
Antimonopoly Committee of Ukraine – an increase from 67.1 thousand to 93-98.4 thousand hryvnias.
The Accounting Chamber — from 71.5 thousand to 94.5–97.6 thousand hryvnias.
The Prosecutor General’s Office — from 61 thousand to 79.5–83 thousand hryvnias.
Hetmantsev paid special attention to the level of judicial remuneration. According to him, in the highest judicial bodies of Ukraine in July this figure reached 743.55 thousand hryvnias, which is more than 23 times higher than the average salary in the country.
What will change with salaries in 2027
The draft State Budget for 2027 provides for an increase in the calculation indicators used to determine the salaries of certain categories of public sector employees.
In particular, it is proposed to increase the relevant indicators:
For judges, employees of the NACP, civil servants and the patronage service — from 3209 to 3691 hryvnias.
For prosecutors, employees of tax and customs authorities and a number of other institutions – from 2102 to 2331 hryvnias.
At the same time, the proposed changes are not yet final and must go through the budget procedure.
Indexation of salaries may actually be zeroed
Another controversial provision of the draft budget was the issue of indexation of incomes of the population.
The document provides that the indexation accumulated as of December 2026 is proposed not to be taken into account when calculating it from January 2027.
Danylo Getmantsev criticized this approach, calling it an actual zeroing of the accumulated indexation.
The MP emphasized that he does not deny the need to ensure decent remuneration for civil servants, judges and law enforcement officers. At the same time, he believes that budget policy should be consistent and economically justified.
According to the parliamentarian, special attention should be paid to protecting citizens’ real incomes from inflation.
Why is this important for Ukrainians
Indexation is one of the mechanisms for partial compensation of the depreciation of monetary income due to the increase in consumer prices.
If the proposed budget provisions are adopted, this may affect the further calculation of the indexation of citizens’ incomes in 2027.
At the same time, an increase in the estimated indicators for official salaries of certain categories of state employees does not mean an automatic increase in all salaries by the same amount.
Final decisions will depend on the version of the State Budget for 2027, which will be approved by the Verkhovna Rada.
