Salaries of state employees will increase in November: who will get an additional payment of up to 253 hryvnias

In November 2026, some budget employees will receive increased payments due to wage indexation. The maximum indexation amount for a fully worked month will be UAH 252.93. The amount of the additional payment will depend on the base month used for the calculation.

This was reported by the State Statistics Service and the specialized resource “7eminar”.

Who will get a salary increase in November

The basis for revising the indexation amounts was the consumer price index for September 2026, which was 102.1%.

In accordance with the resolution of the Cabinet of Ministers No. 1078, wage indexation is carried out taking into account the increase in consumer prices.

In November, the following coefficients and indexation amounts are provided for budget employees:

January 2026 – UAH 252.93. The indexation coefficient will increase from 4.2% to 7.6%.
February 2026 — UAH 216.30. The coefficient will increase from 3.1% to 6.5%.
March 2026 — UAH 159.70. The right to indexation will arise for the first time, the coefficient will be 4.8%.
April 2026 — UAH 109.80. Indexation will also be carried out for the first time, the coefficient will be 3.3%.

For employees whose base months are other months, the right to indexation in November, according to the calculations given, will not arise.

It is worth noting that indexation does not mean an automatic increase in salaries. This is an additional amount to the salary, designed to partially compensate for the increase in consumer prices.

What fines threaten employers for the lack of indexation

Wage indexation is one of the minimum state guarantees in remuneration. Therefore, employers are obliged to comply with the established rules for its calculation.

According to the publication, financial sanctions may be applied for failure to comply with indexation requirements:

For failure to comply with minimum state guarantees in remuneration – a fine in the amount of two minimum wages for each employee in respect of whom a violation was committed.

For other violations of labor legislation, in particular, individual errors in accruals – a fine in the amount of one minimum wage.

The specific liability depends on the nature of the violation established.

What will happen to salary indexation in 2027

The draft state budget for 2027 provides for a change in the income indexation mechanism.

In particular, Article 55 of the draft law proposes to establish January 2027 as a new starting point for calculating indexation.

This means that the indexation amounts that will be formed as of December 2026 will not be automatically transferred to January of the following year.

The calculation of the consumer price index in a cumulative manner is proposed to begin in February 2027.

At the same time, these provisions are currently contained in the draft state budget and will depend on the final wording of the adopted law.

For private sector employees, employers may provide for additional, more favorable remuneration conditions.

Thus, in November 2026, some state employees will receive increased indexation amounts, but their size will depend on the individual conditions for calculating wages.
