The Specialized Anti-Corruption Prosecutor’s Office has filed a lawsuit with the High Anti-Corruption Court to declare assets worth almost UAH 5 million unfounded and recover them to the state’s revenue. This is property that, according to the investigation, was acquired by the Deputy Prime Minister for the Restoration of Ukraine – Minister of Community and Territories Development of Ukraine Oleksiy Kuleba through his sister.

As reported by the SAPO, the grounds for the appeal to the court were the materials of the NABU investigation. According to law enforcement officers, in 2021, while serving as the First Deputy Head of the Kyiv Regional State Administration, the official concluded preliminary purchase and sale agreements for an apartment and a parking space in Kyiv through his own sister.

Later, in 2023, already holding the position of Deputy Head of the Office of the President of Ukraine, he, according to the prosecutor’s office, ensured the conclusion of the main purchase and sale agreements for the specified objects, their state registration, as well as the execution of service agreements for the apartment and parking space. According to the SAPO, the official’s personal driver was also involved in these actions.

During the analysis of the income and expenses of Oleksiy Kuleba and his family members, law enforcement officers came to the conclusion that they did not have sufficient legal sources of income to purchase the specified assets.

In this regard, the SAPO prosecutor asks the court to recognize the property as an unfounded asset and to recover it as state income from the person who is its nominal owner.

The final decision on the legality of the origin of the assets will be made by the Supreme Anti-Corruption Court.
