Solid fuel subsidy in 2026: PFU named three important rules for recipients

The Pension Fund of Ukraine reminded of the features of applying for a subsidy for the purchase of solid and liquid household stove fuel for the 2026/2027 heating season. The assistance is provided for households that heat their homes independently and do not use centralized heating, natural gas or electricity for heating.

Who is eligible for a subsidy

Households can receive state assistance if:

the housing is equipped with stove heating or a kitchen fireplace using solid fuel;

there is no centralized heating;

natural gas or electricity is not used for heating.

The subsidy can be obtained for the purchase of firewood, coal, briquettes and other types of solid fuel.

Three important nuances

The Pension Fund draws attention to three key rules for applying for assistance:

A certificate of stove heating is not required. It is enough to indicate the presence of stove heating in the declaration of income and expenses.

The subsidy is granted once per calendar year. To receive it, you must personally apply to the Pension Fund with an application and declaration.

The calculation is carried out according to established norms. For one household, a norm of 2 tons of solid fuel is taken into account, and the maximum cost is 4,600 hryvnias per ton. The final amount of the payment is determined individually depending on the family’s income.

If a subsidy for housing and communal services is also assigned, it is calculated from the month of application until the end of the calendar year.

How is the amount of assistance determined

The amount of the subsidy is calculated individually for each household.

When determining the amount, the following are taken into account:

the norm for providing solid fuel;

the maximum cost of fuel;

the total income of all household members and the mandatory payment.

The amount of state assistance is determined as the difference between the cost of fuel within the established norm and the amount that the family must pay independently according to its income level.
