Supervisory boards in hospitals will become mandatory

Starting in 2027, supervisory boards will be mandatory for cluster and super-cluster hospitals.
And starting in 2028, they must be operational in all facilities providing specialized care.
According to the Verkhovna Rada Committee on Public Health, a recently adopted resolution of the Cabinet of Ministers makes supervisory boards a mandatory requirement for hospitals to contract with the National Health Service of Ukraine (NSZU).
At least half of the board’s members will be representatives of the public, veterans’ organizations, and patient advocacy groups. These boards will be granted real authority, including:
– strategic and financial oversight (approval of development plans and performance indicators, and monitoring of the financial plan);
– personnel matters (participation in the processes of appointing and dismissing the head of the facility, determining the terms of their contract and compensation);
– anti-corruption oversight (prevention of conflicts of interest, oversight of internal and external audits);
– protection of rights and transparency (oversight of compliance with patients’ and employees’ rights, monitoring the use of charitable funds, and handling complaints);
– institutional development (informing the owner about operational shortcomings and making proposals to improve medical care).
