The Cabinet of Ministers approved a new procedure for maintaining the Register of Conscripts: what will change?

The Cabinet of Ministers of Ukraine has approved a new Procedure for Maintaining the Unified State Register of Conscripts, Military Conscripts and Reservists, and has also determined the mechanism for verifying military registration documents when providing consular services to Ukrainians abroad.

The relevant changes are provided for by the Resolution of the Cabinet of Ministers of Ukraine dated July 29, 2026 No. 981.

What will change

The new procedure comprehensively regulates the maintenance of the Register – from the creation and updating of accounts to the exchange of information with other state information systems.

One of the key innovations will be automatic data exchange through the Trembita system, which will significantly reduce the number of cases when citizens need to personally apply to update their registration data.

In addition, the Register will receive new functions, including the automatic formation of:

military registration documents;

documents for passing the military medical commission (VLK);
materials in cases of administrative offenses;
analytical materials based on the data of the Register.
What will change for Ukrainians abroad

A separate procedure is provided for checking military registration documents when receiving consular services.

The main mechanism will be automatic verification through information interaction between the “e-Consul” systems and the Unified State Register of Conscripts, Military Obligees and Reservists.

In addition, six months after the entry into force of the resolution, a mechanism for automatic military registration will be launched for certain categories of citizens who do not have a military registration document.

In such cases, an electronic military registration document will be formed automatically without passing a military medical commission, if this is provided for by the new procedure.

Purpose of the changes

The government notes that the updated procedure should ensure the digitalization of military registration, automation of administrative procedures, improvement of interaction between state registers and simplification of obtaining services both in Ukraine and for citizens abroad.

It is expected that the new rules will minimize paper document flow, reduce the number of personal applications to territorial recruitment centers, and make military record keeping more efficient.
