The Cabinet of Ministers carried out a new wave of personnel changes: the head of the National Police and a number of high-ranking officials were dismissed

The Cabinet of Ministers of Ukraine at its meeting on July 16 adopted a number of personnel decisions, dismissing the head of the National Police of Ukraine, two deputy ministers, the head of the National Agency for Quality Assurance in Higher Education, and the head of the Prime Minister’s Office.

The relevant orders were published on the Government Portal.

Ivan Vyhivskyi resigned as head of the National Police

The government dismissed Ivan Vyhivskyi from the post of head of the National Police of Ukraine.

According to the Cabinet of Ministers’ order No. 712-r dated July 16, 2026, the official left the position of his own free will.

Who else left their positions

In addition to the head of the National Police, the Cabinet of Ministers decided to dismiss several other high-ranking officials:

Taras Vysotsky – from the position of Deputy Minister of Economy, Environment and Agriculture of Ukraine in connection with the transition to another job (order No. 710-r);
Oksana Ferchuk – from the position of Deputy Minister of Defense of Ukraine for Digital Development, Digital Transformations and Digitalization in connection with the transition to another job (order No. 711-r);
Andriy Butenko – from the position of Head of the National Agency for Quality Assurance in Higher Education in connection with the transition to another job (order No. 713-r);
Hanna Ivanchenko – from the position of Head of the Office of the Prime Minister of Ukraine (order No. 716-r).
The Cabinet of Ministers canceled the decision on temporary acting ministers

During the meeting, the government also declared two previous orders on the temporary performance of the duties of ministers to be invalid.

In particular, the following were canceled:

order No. 1268 of November 19, 2025, by which the performance of the duties of the Minister of Justice was assigned to Lyudmila Sugak;
order No. 458 of May 15, 2026, according to which Oleksandr Bornyakov temporarily performed the duties of the Minister of Digital Transformation.
Large-scale renewal of the government

Personnel decisions became a continuation of the large-scale renewal of the executive branch after the formation of the new composition of the Cabinet of Ministers. The day before, the Verkhovna Rada approved the new government, in which there were changes in the positions of the Prime Minister and a number of ministers.
