The Cabinet of Ministers has defined the powers of Denys Shmyhal as First Deputy Prime Minister

The Cabinet of Ministers of Ukraine approved the list of issues that belong to the competence of the First Deputy Prime Minister – Minister of Energy Denys Shmyhal.

The relevant decision was adopted by Resolution No. 984 of the Cabinet of Ministers of Ukraine dated July 29, 2026.

What will Denys Shmyhal be responsible for

According to the resolution, the competence of the First Deputy Prime Minister includes the following issues:

fuel and energy complex and energy security;
use of nuclear energy, alternative energy and energy efficiency;
management of the exclusion zone, overcoming the consequences of the Chernobyl disaster and handling radioactive waste;
defense-industrial complex, defense procurement, military-industrial policy and national security;
industrial policy, aircraft construction, space activities and development of strategic industries.

A separate block of powers concerns digital transformation. Denys Shmyhal will coordinate issues of digitization, development of the IT industry, e-government, e-services, open data, e-commerce, blockchain technologies, artificial intelligence, development of virtual assets and digital economy.

His competence also includes the issue of organizing and conducting gambling games and state lotteries.

Ecology, medicine and veterans

The First Deputy Prime Minister will also be responsible for:

state environmental policy and environmental protection;
climate change, waste management and rational use of natural resources;
the field of health care, the fight against infectious diseases and control over the circulation of medicinal products;
state policy on social protection of war veterans, their family members, preservation of mental health of veterans and commemoration of their memory.
Who will perform the duties of the prime minister

The resolution also determined that in the absence of the Prime Minister of Ukraine, his powers will be exercised by First Deputy Prime Minister Denys Shmyhal.

If the first deputy prime minister is also absent, his duties will be performed by the deputy prime minister-minister for humanitarian policy – the minister of culture Tetyana Berezhna.

We will remind you that on July 16, 2026, the Verkhovna Rada appointed Serhii Koretsky as the Prime Minister of Ukraine, after which the parliament approved the updated composition of the Cabinet of Ministers.
