The Cabinet of Ministers has introduced a new position at the Ministry of Economy: who will be responsible for industrial policy

The Cabinet of Ministers of Ukraine has approved the Regulation on the Government Commissioner for State Industrial Policy. The new official will work within the Ministry of Economy and Environment of Ukraine and will have the status of Deputy Minister. His main tasks will be to coordinate industrial development, support Ukrainian producers and attract investments.

Why did the government introduce the new position

The decision of the Cabinet of Ministers is aimed at strengthening the state industrial policy and coordinating the activities of government bodies in the field of production development.

In particular, the new commissioner will monitor the effectiveness of state business support instruments implemented within the framework of the “Made in Ukraine” program.

Special attention will be paid to attracting investments in enterprises that create products with high added value.

It is expected that the introduction of the position will allow to systematize state support for industry and strengthen interaction between government bodies.

What powers will the government commissioner have?

According to the approved regulation, the main tasks of the official will include:

coordination of the activities of state bodies in the field of industrial development;
monitoring the work of industrial parks and industrial clusters;
supporting the localization of production in Ukraine;
promoting the development of exports of Ukrainian products;
assessing the effectiveness of state programs to support industry;
promoting investment in the manufacturing sector.

Thus, the commissioner will be responsible for coordinating key areas of industrial policy and analyzing the results of state measures to support producers.

Ukraine will adapt industrial legislation to EU standards

One of the important areas of work of the new official will be the approximation of Ukrainian legislation to European Union norms.

In particular, this concerns the preparation of Ukraine’s negotiating position under Chapter 20 “Entrepreneurship and Industrial Policy”.

This direction is part of the process of Ukraine’s European integration and involves harmonizing approaches to the development of entrepreneurship and the industrial sector with European rules.

The Commissioner will report to the Cabinet of Ministers

The government has also determined the reporting procedure for the new official.

Every quarter, the Commissioner must inform the Cabinet of Ministers about the state of Ukrainian industry, using key indicators of the industry’s development.

In addition, he must submit a final report on the results of his work annually by June 1.

Such a mechanism should ensure regular monitoring of the industrial sector and the effectiveness of state policy.

Who will occupy the new position

At present, the Ministry of Economy and Environment of Ukraine has not announced who exactly will be appointed as the Government Commissioner for State Industrial Policy.

At the same time, Deputy Minister Vitaly Kindrativ is responsible for this area of ​​work in the ministry.
