The Cabinet of Ministers of Ukraine has adopted a resolution “On conducting reviews of state budget expenditures in certain areas in 2026”. The document provides for an analysis of expenditures in 22 areas of activity of 14 main budget administrators.

This was reported by the Ministry of Finance of Ukraine.

What areas will be audited

Among the key areas that will be audited:
— social protection;
— education;
— healthcare;
— business support;
— culture;
— international activities.

The Ministry of Finance explains that expenditure reviews should show how effectively state policy is being implemented at the expense of state budget funds and whether such expenditures are economically feasible.

What will be assessed

During the analysis, the following will be assessed:
— effectiveness of budget programs;
— efficiency of use of funds;
— compliance of expenditures with set goals;
— possibilities for optimizing state expenditures.

Based on the results of the inspections, separate reports should be prepared, which government agencies will submit to the Cabinet of Ministers by December 1, 2026.

The data will be used to form a new budget

The results obtained are planned to be taken into account when preparing the Budget Declaration for 2028–2030.

The Ministry of Finance emphasizes that such an approach will allow for increasing the efficiency of public spending and more rationally distributing budget resources in wartime and post-war recovery conditions.
