Ukraine has announced new rules for the operation of territorial recruitment and social support centers (TCC and SP). Order No. 423 of the Commander-in-Chief of the Armed Forces of Ukraine, which, according to media reports, has been in effect since October 6, 2026, determines the procedure for conscripts to stay in the TCC, guarantees of legal assistance, and restrictions on the actions of officials.

What is prohibited for TCC employees

According to the lawyer, Order No. 423 provides for a number of requirements aimed at preventing violations of the rights of conscripts.

In particular, it prohibits the unjustified seizure of personal belongings, including mobile phones, belts, and shoelaces.

TCC employees also do not have the right to arbitrarily check the contents of a citizen’s phone or prevent him from communicating with a lawyer.

It is separately emphasized that administrative detention falls within the powers of bodies authorized by law, including the police, and not TCC employees.

According to the lawyer, the delivery of conscripts should be carried out by police service vehicles, not civilian cars.

The right to a lawyer and notification of relatives

One of the important guarantees is the ability to notify relatives or a lawyer about being delivered to the territorial recruitment center.

As Polina Marchenko explains, the responsible employee must ensure that a corresponding phone call is made and recorded in a special journal.

If a person refuses such a call, the refusal must be documented in a statement in the presence of two witnesses.

If there is no answer to the call, according to the lawyer, it is necessary to make a second attempt to contact.

In addition, a conscript has the right to confidential communication with his defense attorney.

Can a person be detained in the CCC

The lawyer emphasizes that a citizen’s stay in the CCC premises must have legal grounds.

In particular, waiting for transport, forming a team, or lack of access to the “Oberig” register in itself is not an automatic basis for the forced detention of a person.

It is also necessary to distinguish between the powers of the police regarding administrative detention and the powers of officials of the CCC during mobilization measures.

According to the expert, when a citizen is delivered, the legal grounds and the exact time of his arrival must be recorded.

Video surveillance and conditions of stay

The material also notes that the order provides for requirements for recording citizens and the conditions of their stay in the CCC premises.

In particular:

The time of a person’s arrival must be recorded in the appropriate log.
Continuous video surveillance must be carried out in the premises.
Video recordings, according to the explanations given, must be stored for at least 30 days.
Waiting rooms must have adequate lighting, ventilation, seating, drinking water, and access to a toilet.
In the event of a citizen’s health deterioration, it is necessary to ensure that emergency medical assistance is called.

If a conscript voluntarily hands over personal belongings for storage, this must be documented in an appropriate document in duplicate, indicating the list of property and the responsible person.

How to protect your rights in case of violations

Conscripts have the right to know the legal grounds for the actions of officials, receive legal assistance, submit medical documents, and demand respect for the right to respect for human dignity.

In the event of unlawful detention, seizure of personal belongings, or obstruction of access to a lawyer, citizens may file complaints with the competent authorities, law enforcement officers, or the court.
