The Commercial Court of Ternopil Region works with a double workload: in fact, there are 8 judges instead of the required 16.

The Commercial Court of Ternopil Region has published the results of its work for the first half of 2026. Despite a significant staff shortage, the court demonstrates one of the best indicators of the quality of consideration of cases among local commercial courts of Ukraine.

Half of the required number of judges

As of June 30, 2026, only 8 judges administered justice in the Commercial Court of Ternopil Region.

At the same time, according to the calculations of the Council of Judges of Ukraine, 16 judges are needed to ensure the normative workload of the court.

In the first half of the year, 2,312 cases and materials were received by the court, and the normative time required for their consideration is 13,223 hours.

Thus, the actual workload for each judge is almost twice as high as the normative one.

One of the best quality indicators in Ukraine

Despite the staff shortage, the court maintains high efficiency indicators.

Thus, the share of changed and canceled court decisions was only 1.6% of the total number of cases considered, while the average indicator for Ukraine is 3.6%.

The efficiency of judicial proceedings in the Commercial Court of Ternopil Region in the first half of 2026 reached 93.6%.

The workload and number of appeals increased

Compared to the same period in 2025:

The workload per judge increased by 12.9%;

the number of procedural appeals to the court increased by 13.4%;

the number of procedural appeals considered increased by 7.5%.

Separately, the court noted an increase in the number of bankruptcy cases. In the first half of 2026, they were considered by 41.5% more than last year.

The number of cases on the insolvency of individuals also increased by 39%.

Staff shortage remains a problem for the entire system

According to the Council of Judges of Ukraine, the problem of a shortage of judges is not unique to the Commercial Court of Ternopil Oblast.

The following local commercial courts have the largest staff shortage:

Commercial Court of Cherkasy Oblast — 9 out of 27 required judges are working;

Commercial Court of Ternopil Oblast — 8 out of 16;

Commercial Court of Mykolaiv Oblast — 7 out of 21;

Commercial Court of Sumy Oblast — 7 out of 19;

Commercial Court of Zaporizhia Oblast — 18 out of 48;

Commercial Court of Odessa Oblast — 26 out of 69;

Commercial Court of Dnipropetrovsk Oblast — 27 out of 71.

Such indicators indicate a systemic problem of staffing of commercial courts, which significantly affects the workload of judges, however, as demonstrated by the results of the Commercial Court of Ternopil Oblast, it does not always affect the quality of justice administration.
