The Committee Supported the Bill to Regulate the Situation with Women Illegally Registered with the Military

The Verkhovna Rada Committee on National Security, Defense, and Intelligence supported Bill No. 15116-1, which provides for a mechanism for excluding women from military registration in cases where they were registered with the database in violation of the law. The document was recommended for adoption as a basis and in its entirety.

The document proposes to supplement the Law of Ukraine “On Military Duty and Military Service” with a provision that would allow women to be excluded from military registration on the basis of a personal application and after a check conducted by territorial recruitment and social support centers. The CCC will have up to 30 calendar days to conduct such a check.

At the same time, parliamentary experts have already drawn attention to the controversial provisions of the bill. In particular, a woman who was registered by mistake must actually independently initiate a check and prove the illegality of her status. Until the verification is completed, she will officially remain conscripted and subject to all military registration requirements.

In addition, the document simultaneously provides for two different mechanisms for exclusion from registration – automatic and upon the individual’s application after verification by the CCC, which may create legal uncertainty.

The final decision on the draft law will be made by the parliament during its consideration in the session hall of the Verkhovna Rada.
