The Council proposes to introduce lifetime payments for individual people’s deputies: who will be able to receive them

The Verkhovna Rada of Ukraine has registered draft law No. 15378, which proposes to introduce a lifetime allowance for a separate category of people’s deputies. This does not apply to all parliamentarians, but only to persons who will be officially granted the special status of “Founder of the Modern State of Ukraine”.

If the document is adopted, such persons will be able to receive a monthly lifetime allowance instead of a regular pension, the amount of which will be up to 80% of the salary of a current people’s deputy – a member of a parliamentary committee.

Who will be entitled to a lifetime allowance

The draft law provides that the right to a new type of state security will be granted exclusively to people’s deputies who will be officially granted the status of “Founder of the Modern State of Ukraine”.

The document does not provide for any changes in pension security for other former parliamentarians.

The right to a lifetime allowance will arise after the official granting of the relevant status by order of the Chairman of the Verkhovna Rada of Ukraine.

What will be the amount of the payments

The authors of the bill propose to establish a monthly lifetime maintenance allowance in the amount of 80% of the monthly salary of a People’s Deputy of Ukraine – a member of a Verkhovna Rada committee.

The calculation will take into account:

official salary;

monthly allowances provided for by law.

At the same time, the bill stipulates that after the lifetime maintenance allowance is assigned, its amount will not automatically increase in the event of an increase in the salary of current People’s Deputies.

What will the payment consist of

The lifetime maintenance allowance will include two components:

a pension assigned in accordance with the general pension legislation;

a supplement to the lifetime maintenance amount established by law.

The supplement will be financed from the State Budget of Ukraine.

Will the payments be indexed

The document provides for a mechanism for reviewing the amount of payments. In particular:

the pension will be recalculated in accordance with the general rules of the Pension Fund of Ukraine;
The supplement to the life support is planned to be indexed annually from March 1 using a mechanism similar to the indexation of pensions.

All issues related to the appointment, recalculation, payment and termination of the life support will be handled by the Pension Fund of Ukraine.

The Pension Fund will also pay the amounts that the recipient did not receive during his lifetime, if this is provided for by law.

When payments may cease

The draft law defines only two grounds for terminating the life support:

loss of the status that gives the right to receive payments;

death of the recipient.

When the new rules may come into effect

Currently, draft law No. 15378 has only been registered in the Verkhovna Rada and has not yet been adopted by the parliament.

If the document is supported by the people’s deputies, signed by the President of Ukraine and officially published, it will enter into force the day after publication.

In this case, for the first time in Ukraine, a separate mechanism for lifelong financial support will appear for a certain category of former people’s deputies who will receive the status of “Founder of the modern state of Ukraine.” Funding for such maintenance supplements will be carried out at the expense of the state budget.
