In Ukraine, access to the comprehensive electronic service “e-Entrepreneur” has been expanded. Now not only individuals, but also legal entities can use it. On behalf of the company, an application through the “Diya” portal will be submitted by its manager or an authorized signatory listed in the Unified State Register (USR).
The relevant changes were approved by the Cabinet of Ministers of Ukraine by Resolution No. 1336 of October 28, 2026.
The innovations are aimed at simplifying administrative procedures for business and expanding the possibilities of obtaining public services in electronic format.
What new services have become available to business
The government has supplemented the “e-Entrepreneur” package with two services that are relevant for enterprises at the initial stages of their activities.
In particular, these are:
Notification of objects of taxation in form No. 20-OPP. Entrepreneurs will be able to submit relevant information to tax authorities via the electronic service.
Notification of hiring an employee. The service also covers registration of domestic workers and notification of gig contracts.
In total, the updated “e-Entrepreneur” package includes 13 electronic services.
What else has changed
In addition to expanding the list of available services, the government has introduced a number of additional changes.
Now applicants can sign documents using a remote qualified electronic signature “Diya.Pydpys”.
It is also possible to apply for one or more services of your choice. Thus, entrepreneurs do not have to order the entire set of services at once.
In addition, the information system of administrative services of the State Emergency Service of Ukraine was connected to the electronic information exchange system.
Which services were excluded from the list
At the same time, the Cabinet of Ministers reviewed individual components of the complex service.
In particular, the issuance of permits for performing high-risk work was excluded from the “e-Entrepreneur” package.
From now on, enterprises that require such a permit will have to obtain it separately according to the general procedure.
Also, the ability to search for a fiscal receipt has been removed from the functionality of registering registrars of settlement operations (RPO) and software RPOs.
What does this mean for entrepreneurs
The expansion of the “e-Entrepreneur” functionality will allow legal entities to resolve more administrative issues through a single electronic application.
In particular, companies will be able to remotely submit notifications to tax authorities and draw up documents related to the employment of personnel.
It is expected that such changes will help reduce the administrative burden on business and simplify the interaction of enterprises with state authorities.
