The government has approved new rules for recruiting foreigners into military service: a fixed tariff and requirements for companies have been determined

The Cabinet of Ministers of Ukraine, by its resolution No. 872 of July 1, 2026, approved a new procedure for organizing services for foreign candidates and stateless persons who wish to perform military service in Ukraine. The document establishes a single cost of the service package, and also defines new requirements for companies that will work with the Center for Recruiting Foreigners and Stateless Persons.

From now on, the fixed cost of the service package, which includes transportation, accommodation and meals for the candidate, is 300 thousand hryvnias per person.

The resolution also introduces a special list of business entities that will have the right to provide such services. Only companies included in this list will be able to conclude contracts with the Recruiting Center. Without the appropriate status, participation in this segment of public procurement will be impossible.

One of the key conditions for inclusion in the list is the payment of a security deposit of at least 5 million hryvnias. This amount will serve as a financial guarantee for the proper fulfillment of obligations. If the contract is terminated due to the company’s fault, the security deposit will not be refunded.

The document also defines the grounds for excluding a business entity from the list and early termination of cooperation. These include submitting inaccurate information about candidates, violating legal requirements, improper fulfillment of contractual obligations, as well as cases when more than 10% of sent candidates refuse to undergo military service during the year.

Government innovations are aimed at strengthening control over the process of recruiting foreigners to the ranks of the Defense Forces of Ukraine, ensuring transparency in the interaction of the state with private companies, and minimizing risks when providing relevant services.

Experts note that companies planning to work in this area should assess their financial capabilities in advance. In addition to the mandatory security deposit, it is necessary to take into account the costs associated with the processing of candidates’ documents, logistics, and organizing their stay in Ukraine.
