The Cabinet of Ministers of Ukraine has decided to introduce additional monthly payments of 30 thousand hryvnias for workers involved in the restoration of critical infrastructure after Russian attacks. The assistance will be accrued from November 2026 until the end of the heating season.

According to the government’s decision, additional state assistance will be received by specialists who are directly involved in the elimination of the consequences of Russian shelling and the restoration of damaged life support facilities.

Who will be able to receive additional payments

The program provides for payments to workers in several industries:

power workers who restore power grids and energy facilities;
heat workers involved in the restoration of heat supply;
gas workers who repair damaged gas infrastructure;
water supply and wastewater treatment plant workers;
utility workers;
railway workers who restore damaged infrastructure.

The amount of state aid will be 30 thousand hryvnias for each month of participation in restoration work.

It is important that this is an additional payment, and not a replacement for the basic salary of employees.

When will the funds begin to be paid

According to the decision of the Cabinet of Ministers, the accrual of aid is provided for from November 2026. The program will be valid until the end of the current heating season.

Thus, employees who will participate in the restoration of critical infrastructure during this period will be able to receive additional financial support from the state.

At the same time, the detailed procedure for assigning payments, the mechanism for confirming participation in restoration work, and the timing of the transfer of funds are not specified in the above notification.

The government’s decision is aimed at supporting specialists who ensure the restoration of electricity, gas, heat and water supply, as well as transport infrastructure in the face of constant Russian attacks.

It is these workers who perform emergency and restoration work, on which the stable functioning of critical life support systems for the population during the heating season depends.
