The government is preparing changes to the 2026 budget: integration of the EU loan and revision of expenditures

The Cabinet of Ministers of Ukraine is preparing amendments to the Law “On the State Budget of Ukraine for 2026”. As reported by Yaroslav Zheleznyak, the relevant bill may be submitted to the Verkhovna Rada of Ukraine by May 12.

Key changes: EU loan and “resilience plan”

According to preliminary data, the government plans to integrate a large-scale financial resource into the budget — a loan from the European Union in the amount of 90 billion euros.

In addition, it is planned:

redistribution of funds within the “resilience plan” in the amount of 200–270 billion UAH;

adjustment of expenditures for the defense sector.

Negotiations at the government level

The issue of changes to the budget was discussed during a meeting with the participation of key members of the government, in particular:

Oleksiy Kuleba,
Serhiy Marchenko,
Oleksiy Sobolev,
Taras Kachka.

Representatives of parliamentary factions and groups also joined the discussion.

Reparations loan: special conditions

The need to ratify the agreement with the EU on the so-called Ukraine Support Loan for 2026–2027 is emphasized separately.

According to Taras Kachka, this loan has a special condition: its return is provided only if Ukraine receives reparations from Russia.

Expectations from the parliament

The government expects the parliament to promptly approve the budget amendments. This is necessary to ensure stable financing of defense, social and reconstruction programs in 2026.
