The head of the Kyiv City State Administration’s Finance Department will be tried for losses to the Kyiv budget of over UAH 581 million

The Shevchenko District Prosecutor’s Office of Kyiv has submitted an indictment to the court against the head of the Finance Department of the Kyiv City State Administration, who is suspected of official negligence in managing the capital’s local debt. According to the investigation, the official’s decision caused losses to the Kyiv budget of over 581 million hryvnias.
This was reported by law enforcement officers.
Investigation: Kyiv took out expensive loans unnecessarily
According to the investigation, the official approved the issue of local loan bonds for several years, through which the city raised credit funds to finance the budget.
Later, Kyiv was forced to pay significant amounts for debt service and interest on loans.
At the same time, investigators claim that in the relevant periods the capital’s budget had sufficient financial resources, since the city’s revenues exceeded its expenses. Despite this, decisions on new loans continued to be made.
The prosecutor’s office believes that it was because of such actions that the territorial community of Kyiv suffered losses in the amount of more than 581 million UAH.
The official is accused of official negligence
In January 2026, the head of the department was informed of the suspicion.
His actions were classified under Part 2 of Article 367 of the Criminal Code of Ukraine – official negligence, which caused grave consequences for state interests.
Currently, the indictment has already been sent to the court to consider the case on the merits.
The punishment will be determined by the court
If the official is proven guilty, he may face criminal liability in accordance with current legislation.
At the same time, according to Article 62 of the Constitution of Ukraine, a person is considered innocent until his guilt is proven by a guilty verdict of a court that has entered into legal force.
As a reminder, earlier in Kyiv, suspicion was also raised against the head of a municipal enterprise due to possible embezzlement of budget funds during the purchase of plants for landscaping the city. The investigation believes that the losses in that case exceeded UAH 1.2 million.
