The state plans to integrate citizens who have not updated their military registration data
The Ministry of Economy, together with the Ministry of Defense, are working on mechanisms to involve about 2 million Ukrainians who have not yet updated their military registration data in the economy and the defense sector. The state is looking for ways to bring these citizens out of the so-called “gray zone” and integrate them into the country’s support system under martial law.
This was announced during a telethon by the Minister of Economy, Environment and Agriculture of Ukraine Oleksiy Sobolev.
“Either work or fight”
The government wants to increase citizens’ participation in supporting the state
According to the minister, during a war, every citizen should be involved either in the economic front or in the direct defense of the state.
“We are working with the Ministry of Defense to attract this resource to the economy and for the needs of the defense forces. Because during martial law, a person has to either work or fight,” the official emphasized.
The government is considering various mechanisms that will allow citizens to legally find employment and participate in supporting the country without direct participation in hostilities.
Official work as a contribution to the country’s defense
Taxes should become part of supporting the army
For those Ukrainians who are not ready to serve in combat units, the state offers an alternative format of participation – official employment.
The Ministry of Economy emphasizes: paying taxes directly supports the financing of the Ukrainian army, defense industry and critical infrastructure.
Thus, the authorities are trying to solve several problems at once – the shortage of personnel, filling the budget and supporting the country’s defense capability.
Which industries need workers the most
Reservations are provided for critical enterprises
According to government officials, Ukraine currently has an acute shortage of workers in strategically important areas.
These include, first of all, the following:
defense industry;
energy sector;
transport sector;
agricultural sector;
critical infrastructure enterprises.
For some of these enterprises, a mechanism for full reservation of employees from mobilization is in place.
A new model of responsibility during wartime
The state seeks to involve every Ukrainian in a common cause
In fact, the government is forming a new model of responsibility in martial law, where every citizen has a specific role – either in the ranks of the Defense Forces or in the country’s economic support system.
The authorities are convinced that bringing millions of people out of the “shadow” will help not only stabilize the labor market, but also strengthen Ukraine’s economic stability during the war.
