The Ministry of Finance approved the digital strategy for the development of customs until 2030: what will change for businesses and citizens

The Ministry of Finance of Ukraine has approved the updated Strategic Plan for the Digital Development of the State Customs Service until 2030. The relevant document was approved by the Order of the Ministry of Finance dated July 27, 2026 No. 406.

The strategy defines the key areas of digital transformation of customs and its integration with the information systems of the European Union. It is expected that the implementation of the plan will contribute to the simplification of customs procedures, the development of electronic services and the harmonization of Ukrainian customs legislation with European standards.

Customs will operate according to European standards

One of the main objectives of the strategy is to create a single digital ecosystem of the customs service, compatible with the information systems of the EU countries.

It is assumed that the Ukrainian customs will gradually switch to modern digital solutions that will ensure secure exchange of information with the customs authorities of the European Union member states and will comply with common technical standards.

This approach is part of the process of adapting Ukrainian legislation to EU law within the framework of European integration.

What digital services are planned to be introduced

The strategic plan envisages the creation and development of modern electronic systems for:

customs clearance of imports and exports;
international transit;
advance notification of the movement of goods;
centralized customs clearance;
other digital services already operating in the countries of the European Union.

In parallel, the modernization of existing electronic services will continue, in particular the automated customs clearance system, the risk management system and the Single Window for International Trade mechanism.

New systems will be created on a modular basis

The document envisages that before developing each new digital service, the customs processes themselves will be analyzed and optimized.

This approach should ensure the creation of electronic services that will best meet business needs, simplify their further updating and allow for easy integration of new functions without completely replacing already created information systems.

What will change for business

The implementation of the strategy should ensure:

expanding the list of electronic customs services;
reducing the use of paper documents;
accelerating customs procedures;
simplifying the interaction of business entities with customs authorities.

The Ministry of Finance expects that the digitalization of customs will contribute to the development of international trade, increase the transparency of customs clearance and improve the competitiveness of Ukrainian business in the European market.

What benefits will citizens receive

For citizens, the digital transformation of customs should mean faster and more transparent customs procedures, reducing bureaucratic processes, increasing the efficiency of control over the movement of goods across the state border and an overall improvement in the quality of state services in the customs sector.
