The mobilization age may be lowered to 50–55 years: what is the Rada saying and are changes being prepared?

Ukraine is once again discussing the possibility of lowering the upper age limit for mobilization. Instead of the current 60 years, it could potentially be 50–55 years. At the same time, there is no decision yet, and the relevant committee of the Verkhovna Rada has not officially considered this issue.
The discussion intensified after the statements of the Secretary of the Verkhovna Rada Committee on National Security, Defense and Intelligence, Roman Kostenko, about possible “radical” changes being prepared by the General Staff.
One of the issues that has again appeared in the public space was the lowering of the upper age limit for mobilization.
Can men stop mobilizing after 50–55 years?
No corresponding decision has been made yet.
Moreover, members of the relevant parliamentary committee note that the issue of changing the upper age limit has not yet been considered at its meetings.
At the same time, the parliament admits that in the event of a corresponding initiative by the military leadership, deputies may support it.
Thus, at the moment, we are discussing potential changes, and not the already approved reduction of the mobilization age.
The Rada already has a bill to lower the age to 55
The idea is not new. Back in November 2024, the Verkhovna Rada registered a bill that proposed lowering the age limit for military service and reserve from 60 to 55.
Among its initiators are MPs Oleksiy Honcharenko, Volodymyr Ar’yev, and Yulia Tymoshenko.
However, the document has not yet been considered by parliament and is in the status of “transferred to MPs for review”.
Therefore, it does not change the current mobilization rules.
Why did they talk about the age of the military
One of the key arguments of supporters of revising the upper limit is the real age structure of the Ukrainian army.
The military draws attention to the fact that age directly affects a person’s physical capabilities, the speed of recovery from stress, and the ability to perform individual combat missions.
At the same time, the change in the age limit itself should be considered together with the needs of the Defense Forces in human resources. Therefore, the final position will largely depend on the assessments of the military command.
Can other mobilization rules be changed?
Other potential changes in the field of mobilization and military service are also being discussed in parallel.
Among the most debatable issues are the possible revision of certain deferrals for students, the rules of military service for women, as well as responsibility for evading military duty and leaving a military unit without permission.
However, the mere fact of public discussion of such proposals does not mean that they have already been adopted or will necessarily come into force in the near future.
What is in effect now
As of today, the upper limit of mobilization age has not been changed. Therefore, reports that Ukraine has allegedly stopped or will soon stop mobilizing men after 50 or 55 years of age do not correspond to the current state of the legislation.
If the military leadership officially proposes to change the age criteria, the further mechanism will depend on the legal form of such a decision and the need to make appropriate changes to the legislation.
