The National Agency for Civil Service has determined the priorities for improving the qualifications of civil servants for 2027

The National Agency of Ukraine for Civil Service (NACS) has approved priority areas for advanced training of civil servants and local government officials for 2027.
The relevant lists were approved by order of the NACS dated July 22, 2026 No. 101-26.
As noted in the department, the priorities were formed taking into account current challenges, strategic objectives of the state, Ukraine’s course towards European and Euro-Atlantic integration, as well as the results of an analysis of the needs for professional training of public servants.
What areas have been identified as priorities
The main thematic areas of advanced training in 2027 include:
European and Euro-Atlantic integration;
restoration and development of Ukraine;
integrity and prevention of corruption;
national resilience;
accessibility;
psychological support.
What new topics have appeared
The NADS reported that the list for 2027 has been supplemented with new areas of study. In particular, these include:
practical application of guidelines at the national and local levels;
social cohesion;
development of a barrier-free environment;
use of sustainable development finance instruments and sustainable financing.
The agency also drew the attention of educational service providers to the need to take into account the approved areas when developing, updating and approving advanced training programs for 2027.
The NADS emphasizes that the update of priorities is designed to ensure high-quality training of public servants to perform tasks related to the country’s recovery, implementation of reforms and further advancement of Ukraine towards membership in the European Union.
