The National Television Council may be completely renewed: most members’ terms have already expired

This year, Ukraine may announce a large-scale competition to renew the composition of the National Council for Television and Radio Broadcasting. Currently, five of the eight members of the media regulator are already working after the end of their official term of office.

This is reported by sources of “Detector Media”.

The powers have expired, but the National Council continues to work

Last year, the terms of office of all four members of the National Council appointed under the presidential quota expired. By the end of 2026, the powers of the remaining members of the regulator appointed by the Verkhovna Rada, including the head of the National Council, Olga Gerasimyuk, will also expire.

Despite this, the members of the National Council continue to perform their duties.

The reason is the provision of the law “On Media”, which allows members of the regulator to remain in office until the official appointment of new persons.

Who is already working with expired powers

Among those whose official term of office has already expired:

Maksim Onoprienko;
Valentyn Koval;
Yuriy Zinevych;
Olena Nitzko;
Tetyana Rudenko.

At the same time, some members of the National Council have actually been working in the regulator for over 10 years.

Some of the current members will not be able to be re-elected

The Law “On Media” stipulates that one person cannot hold the position of a member of the National Council for more than two consecutive terms.

Therefore, the following will not be able to be re-appointed:

Chairwoman of the National Council Olha Gerasymyuk;
Deputy Chairman Oleh Chernysh;
Valentin Koval;
Yuriy Zinevych.

Instead, the following have the right to be re-appointed:

Maksim Onoprienko;
Oleksandr Burmagin;
Olena Nitzko;
Tetyana Rudenko.
Competitions may be delayed

According to the procedure, half of the National Council is appointed by the president, the other half by the Verkhovna Rada through competitive procedures.

However, the parliamentary quota was never able to complete the previous competition – the issue has not yet been put to a vote in the session hall.

Therefore, experts do not rule out that even after the end of their official powers, members of the National Council may remain in their positions for years if new competitions are delayed.

At the same time, sources of “Detector Media” claim that the Office of the President may be set to completely renew the presidential four members of the regulator this year.
