The profile committee of the Council supported the draft law on defense innovations

The Verkhovna Rada Committee on National Security, Defense and Intelligence recommended that the parliament adopt in the first reading draft law No. 15215-1 “On Defense Innovation Activities”. The document is designed to create a legal and organizational framework for the development of innovations in the security and defense sector and strengthening the technological sovereignty of Ukraine.
The initiator of the draft law, People’s Deputy Fedir Venislavsky, noted that work on the document lasted for several years with the participation of Ukrainian scientists and practitioners. According to him, the law should create mechanisms for supporting innovative defense projects with the participation of the private sector and international partners.
One of the key innovations of the document is the creation of a new central executive body — the State Agency for Innovations in the Security and Defense Sector of Ukraine (State Defense Innovations). This body should be responsible for the formation and implementation of state policy in the field of defense technologies.
During the discussion, the deputies expressed a number of comments, in particular regarding the possible duplication of powers with the Ministry of Defense of Ukraine, as well as the issue of access to information that may contain state secrets. Representatives of the Security Service of Ukraine also emphasized the need to limit the openness of certain data.
Despite the reservations, the relevant committee supported the document with a recommendation to finalize it for the second reading. The legislators emphasize: in wartime, the speed of implementation and scaling of innovations is critically important for the defense capability of the state.
