The Rada has been unable to adopt rules for electric scooters for years: the People’s Deputy named the reason

The Verkhovna Rada has been unable to regulate the rules for the use of electric scooters and other personal electric vehicles for years. Bill No. 3023, which is to determine the status of such road users and their responsibilities, was registered back in 2020, but the parliament has not yet adopted it.

Oksana Savchuk, a member of the parliamentary committee on transport and infrastructure, spoke about the situation during the Urban Mobility Forum 2026 in Lviv.

According to her, the current convocation of the Verkhovna Rada does not show significant interest in transport bills. A lot of such documents have accumulated, but they rarely reach a productive vote.

What is proposed to change for electric scooters

Savchuk named Bill No. 3023 as one of the examples. The document is to regulate a number of basic issues regarding users of personal electric vehicles.

In particular, it concerns the definition of their legal status, basic responsibilities, and rules of movement. After the adoption of the relevant law, it will also be necessary to make amendments to the Road Traffic Rules.

The draft law has already been on the agenda four times

According to the deputy, the document has been included on the agenda of the Verkhovna Rada four times, but the deputies have not managed to gather sufficient support for its adoption.

Savchuk does not rule out that the draft law may be brought up for consideration again in the near future.

Cities may receive more powers

A separate provision of the draft law provides for the expansion of the powers of local governments.

If the document is adopted, communities will be able to independently determine where to allow the movement of such transport, and where to restrict or prohibit it.

Thus, the draft law should create clearer rules for users of electric scooters and give communities tools to regulate their movement at the local level.
