The Rada proposes to allow competitions for positions in the body that regulates the gambling business, even during martial law

An alternative bill No. 15432-1 has been submitted to the Verkhovna Rada, which provides for changes in the formation of the staff of the state body responsible for regulating the gambling market and state lotteries.

The document proposes to make an exception to the current martial law rules and allow open competitions for civil service for this body.

Why are the rules proposed to be changed

The explanatory note to the bill notes that the sphere of gambling and lotteries is associated with significant financial flows and belongs to industries with increased corruption risks.

According to the authors of the document, effective state regulation of this market is impossible without a professional staff, high standards of integrity of employees and management, as well as effective mechanisms for preventing conflicts of interest.

Currently, competitions for most civil service positions are not held during martial law, and appointments are made according to a special procedure. The draft law proposes to make an exception specifically for the body responsible for state policy in the field of gambling and lotteries.

What the draft law provides

The document proposes to:

allow competitions for positions in the authorized body even during martial law;
strengthen the requirements for the integrity of the manager and employees;
improve the mechanisms of disciplinary liability;
expand restrictions to prevent conflicts of interest.

To implement these changes, it is proposed to make amendments to the laws of Ukraine “On the legal regime of martial law”, “On civil service” and “On state regulation of activities related to the organization and conduct of gambling”.

What result is expected

The authors of the legislative initiative believe that the adoption of the document will ensure transparent and competitive personnel selection, reduce corruption risks, strengthen control over the integrity of officials and increase the efficiency of state regulation of the gambling market and state lotteries.

It is worth noting that the main draft law No. 15432, which provides for a comprehensive update of the work of the state agency “PlayCity”, was previously registered in the Verkhovna Rada. In particular, the document proposes to introduce a new procedure for appointing the head of the agency, an independent audit of its activities, and additional mechanisms for monitoring the integrity of management and employees.
