The Rada proposes to fine noisy cars and motorcycles: up to 34 thousand hryvnias and deprivation of rights

The Verkhovna Rada has registered draft law No. 15358, which provides for the introduction of liability for the operation of cars and motorcycles exceeding the permissible noise level. The initiative aims to reduce noise pollution in cities and enhance safety during martial law.

One of the authors of the document was People’s Deputy Yaroslav Zheleznyak. According to him, this is not about banning the use of transport, but about creating more comfortable conditions for citizens, because during war, loud sounds of transport often resemble the sound of drones or explosions, which can cause anxiety, panic or PTSD triggers.

The draft law proposes to establish separate fines for exceeding noise standards:

in peacetime – 8,500 UAH, and for a repeated violation – 17,000 UAH;

during martial law – 17,000 UAH, and for a repeated violation – 34,000 UAH.

In addition, for a repeated violation during the martial law period, the driver may be deprived of the right to drive vehicles for a period of three to six months.

The document also stipulates that the Ministry of Health of Ukraine and the Ministry of Internal Affairs of Ukraine must determine clear permissible noise standards, separately for daytime and nighttime. Particular attention will be paid to the period from 22:00 to 08:00.

At the same time, the authors of the bill emphasize that the new standards will take into account the factory characteristics of vehicles so that the restrictions do not apply to models for which a certain noise level is a design feature.
