New payment guarantees are offered for military personnel

The Verkhovna Rada of Ukraine has registered draft law No. 15245 “On the guaranteed basic level of monetary support for military personnel”.

The document should legislatively regulate the issue of sufficient material and monetary support for military personnel in accordance with the terms of service, as well as create additional incentives for retaining qualified personnel in the defense sector.

What the draft law provides

One of the key provisions of the document is the introduction of a mechanism for automatic indexation of monetary support for military personnel.

The draft law proposes to conduct a quarterly recalculation of payments by increasing the monetary support by a coefficient that will correspond to 150% of the average wage growth rate in Ukraine for the previous quarter.

The recalculation is planned to be carried out automatically in the manner determined by the Cabinet of Ministers of Ukraine.

The minimum level of payments is not less than 150% of the average salary

The document also proposes to establish a guaranteed minimum level of monetary support for military personnel.

Its size should be no less than 150% of the average salary in Ukraine for the quarter preceding the payment.

In addition, the draft law provides for the introduction of relevant amendments to the Law of Ukraine “On Social and Legal Protection of Military Personnel and Members of Their Families”.

How the initiative is planned to be financed

At the initial stage, the implementation of the draft law is proposed to be carried out within the already foreseen defense expenditures.

If necessary, additional expenses can be covered by the state budget reserve fund.

The authors of the document also propose to finance additional expenses through:

reduction of inefficient budget expenditures;
legalization of the shadow economy;
use of funds provided for servicing the state debt;
international financial assistance, grants and loans.
The draft law should strengthen the social protection of the military

The initiators of the document emphasize that stable and predictable financial support is one of the key factors in motivating military personnel and maintaining the combat readiness of the Armed Forces of Ukraine.

The bill is expected to be submitted to relevant parliamentary committees for consideration in the near future.
