The Verkhovna Rada of Ukraine supported in the first reading the draft law No. 15400, which provides for the allocation of revenues from the issuance of permits for the export of weapons and dual-use goods for the needs of the Armed Forces of Ukraine. Part of the funds are planned to be used for the purchase of military equipment, the rest for financial support for servicemen.
This was reported by the Ministry of Defense of Ukraine.
The draft law, developed with the participation of the Ministry of Defense, provides for amendments to the Budget Code of Ukraine. In particular, all revenues from the issuance of documents in the field of state export control are proposed to be credited to a special fund of the state budget.
How will the funds be distributed
According to the draft law, the received revenues are planned to be distributed equally between two areas:
50% – for the purchase, modernization and repair of weapons and military equipment.
50% – for financial support for servicemen of the Armed Forces of Ukraine.
Thus, the export of Ukrainian defense products should become an additional source of financing for the needs of the army.
Deputy Minister of Defense Hanna Hvozdiar emphasized that the development of the export potential of the Ukrainian defense-industrial complex and the provision of the Defense Forces are interrelated priorities.
How much will be paid for the export of weapons
The mechanism for the controlled export of Ukrainian weapons and defense technologies is provided for by the Cabinet of Ministers Resolution No. 875 of July 1, 2026.
According to the established rules, the fee for issuing export permits is:
20% of the cost of finished defense products;
30% of the cost of components.
At the same time, the priority remains to ensure the needs of the Ukrainian Defense Forces.
When will the law come into force
Currently, the Verkhovna Rada has supported draft law No. 15400 only as a basis. The document has yet to be prepared for the second reading and adopted as a whole.
Therefore, the proposed mechanism for distributing funds has not yet come into force.
Recall that the development of controlled exports of defense products is considered one of the mechanisms for supporting Ukrainian arms manufacturers and attracting additional financial resources to support the army.
