On April 21, the High Council of Justice adopted a decision to dismiss the judge of the Sixth Administrative Court of Appeal, Lyudmila Belova.

The reason was the judge’s submission of a resignation letter, which the High Council of Justice granted during the meeting.

Statistics on dismissals of judges in 2026

During the first quarter of 2026, the High Council of Justice adopted a decision to dismiss 41 judges.

Of these:

35 judges submitted resignation letters

1 judge was dismissed at his own request

5 judges – due to significant disciplinary offenses

Thus, most personnel decisions are related to general grounds for termination of powers.

Appointment of new judges

In parallel, the process of updating the judicial corps is ongoing.

For the first quarter of 2026, Volodymyr Zelenskyy submitted a proposal to the High Council of Justice to appoint 47 candidates for judicial positions.

The relevant personnel decisions were implemented by Presidential Decrees No. 309/2026–312/2026, which concern courts of general jurisdiction.

Renewal of the judicial system

Personnel changes indicate a gradual renewal of the judicial system, in particular by filling vacancies and responding to disciplinary violations.

At the same time, a significant number of resignations remains a characteristic trend for the judicial corps.
