The High Council of Justice considered the report of the judge of the Desnyanskyi District Court of Kyiv, Oksana Grinchak, about interference in her activities during the administration of justice. The basis was a report of an attack that occurred directly in the judge’s office.

What happened

According to the High Council of Justice, on May 29, 2026, an unknown woman entered the office of judge Oksana Grinchak, who refused to explain the purpose of her visit and did not respond to the request to introduce herself.

According to the judge, the visitor held an open international passport in one hand, and in the other – a pen without a cap with a rod pointed towards her. Later, the woman introduced herself as Natalia Parshina and, according to the judge, tried to strike her in the neck with a pen, saying: “Sonechka, do you want to work?”.

Oksana Grinchak was able to repel the blow, instructed the secretary to call the Court Security Service, but before they arrived, the visitor left the court premises.

Criminal proceedings have been opened

After the incident, the judge found out that Nataliya Parshina was already included in the materials of the administrative offense case, which had previously been submitted to the Desnyanskyi District Court, but was assigned to another judge.

The judge filed a report of interference in the administration of justice with the High Council of Justice and the Prosecutor General’s Office.

The Kyiv City Prosecutor’s Office reported that a pre-trial investigation is underway into the incident. The information has been entered into the Unified Register of Pre-Trial Investigations under Part 1 of Article 377 of the Criminal Code of Ukraine – threat or violence against a judge.

Decision of the High Council of Justice

Following the results of the consideration of the notification, the High Council of Justice decided to address the Office of the Prosecutor General with a request to provide information on the status of the disclosure and the progress of the pre-trial investigation of the criminal proceedings.

The High Council of Justice emphasized that such cases require a prompt response from law enforcement agencies, since guarantees of the independence of judges and protection from any forms of pressure or violence are a necessary condition for the administration of justice.
