The Verkhovna Rada explained how they will protect the right of schoolchildren to complete their studies at their school

The Verkhovna Rada provided clarifications regarding draft law No. 15082, which is designed to guarantee students the right to complete their full general secondary education in the institution where they began their studies.
The issue has become relevant in connection with the continuation of the secondary education reform and the transition to a new structure of the school system. In particular, from 2027, some educational institutions will be reorganized into gymnasiums and will no longer enroll students in senior grades.
As explained in the parliament, students who began their studies in 2017 and are currently completing basic secondary education may be at risk. Due to the reform of the network of educational institutions, some students may face the need to change educational institutions to continue their studies in grades 10–11.
Draft law No. 15082 was developed to resolve this situation. Its main goal is to ensure the continuity of the educational process and protect the right of children to complete their education in a familiar educational environment.
The Verkhovna Rada also recalled that local governments already have the tools to address this issue. Since the founders of municipal schools are territorial communities, local councils can adopt decisions to postpone the reorganization of individual educational institutions until September 1, 2028.
According to legislators, such a mechanism will allow communities to painlessly go through the transitional stage of the reform, provide students with the opportunity to complete their studies at their school and receive documents on complete secondary education without additional difficulties.
The parliament emphasizes that the main priority remains the protection of children’s rights and the creation of stable conditions for obtaining quality education during the implementation of large-scale educational changes.
