The Verkhovna Rada of Ukraine may consider the issue of changing the system of governance of Kyiv and provide a political assessment of the actions of the capital authorities in preparing the city for defense. Among the possible scenarios are a change in the procedure for governing the capital and the removal of individual officials in accordance with the procedure established by law.
This was stated by People’s Deputy Yuriy Kamelchuk on the air of “Evening.LIVE”.
Can Vitaliy Klitschko be removed from the post of mayor of Kyiv
According to Kamelchuk, the Verkhovna Rada has legislative powers that allow changing the system of governance of the capital. However, the political support of the parliamentary majority is necessary for the adoption of relevant decisions.
“A political assessment can be, as a legislative body, the Verkhovna Rada, in principle, can decide everything at the level of law, a law or a resolution, and can definitely change the government in Kyiv, if there is sufficient common political will for this,” the People’s Deputy noted.
At the same time, Kamelchuk does not expect that the upcoming parliamentary sessions will lead to immediate personnel decisions regarding the mayor of Kyiv, Vitaliy Klitschko.
Thus, at the moment we are talking about possible political and legislative scenarios, and not about an already adopted decision to remove the mayor of the capital.
Problems with shelters in Kyiv: what the MP said
Separately, Kamelchuk commented on the issue of the responsibility of the capital’s authorities for the condition and arrangement of protective structures.
The MP expressed surprise that the issue of possible violations in the field of providing shelters is being raised only now.
In his opinion, relevant inspections and investigations should have been carried out much earlier – at least from the beginning of the full-scale Russian invasion in 2022.
Kamelchuk also noted that the issue of responsibility for the improper provision of protective structures should concern not only Kyiv, but also the heads of other cities and administrations.
Can they introduce a new system of governance in the capital
Among possible scenarios, the MP mentioned the removal of an official by court decision and further revision of the procedure for governing Kyiv.
In particular, Kamelchuk suggested the possibility of changing the management model with the involvement of military administration mechanisms.
However, such statements do not mean that the relevant legal procedures have already begun.
It is worth noting that the powers of the mayor, the procedure for their early termination, and the activities of military administrations are regulated by various legislative procedures. The Verkhovna Rada cannot automatically remove an elected mayor only by adopting a political resolution.
In addition, the introduction or change of the powers of the military administration is not identical to the early termination of the powers of the mayor.
What will happen to the Kyiv authorities in the near future
Currently, the above message does not indicate any official decisions on the removal of Vitaliy Klitschko from office or a change in the Kyiv governance system.
Kamelchuk himself admits that quick changes should not be expected, since the implementation of any of the scenarios outlined will require appropriate legal grounds and political decisions.
Thus, the issue of the future model of governance of the capital remains a subject of political discussion, and statements about the possible removal of Klitschko are currently in the nature of assumptions.
