The Verkhovna Rada of Ukraine may consider the issue of dismissing the Chairman of the National Bank of Ukraine, Andriy Pyshny, during the next plenary week, which will last from November 9 to 13, 2026. The corresponding item appeared in the draft agenda of the parliament, but there is currently no official proposal to dismiss the head of the regulator.
When the Rada may consider Pyshny’s resignation
According to the parliamentarian, the issue of dismissing Andriy Pyshny has been included in the agenda of the Verkhovna Rada for Thursday, November 12.
At the same time, Zheleznyak drew attention to the unusual location of this issue in the list of documents scheduled for consideration.
In particular, it is indicated under number 25 – the last item of the plenary day.
According to the deputy, this may indicate the absence of a final political decision on personnel changes in the National Bank.
At the same time, an official proposal to dismiss Pyshny has not yet been submitted to the Verkhovna Rada. The corresponding resolution is also missing from the parliament’s website.
The National Bank of Ukraine has not publicly commented on the information about the possible consideration of the resignation of its head.
Did Pyshny submit a resignation letter
According to Yaroslav Zheleznyak, there is currently no confirmation that Andriy Pyshny wrote a resignation letter of his own free will.
The deputy also claims that during a meeting with President Volodymyr Zelensky last week, the head of the NBU refused to voluntarily leave his post.
At the same time, in accordance with Article 18 of the Law of Ukraine “On the National Bank of Ukraine”, the decision to dismiss the head of the NBU is adopted by the Verkhovna Rada upon the proposal of the President of Ukraine.
Thus, without a corresponding presidential initiative, the parliament cannot complete the procedure for dismissing the head of the regulator.
Who can head the National Bank
Amidst reports of possible personnel changes, the candidacies of potential successors to Andriy Pyshny are being discussed.
According to the interlocutor of Delo.ua, among the possible candidates are named the first deputy head of the NBU, Serhiy Nikolaychuk.
The names of Finance Minister Serhiy Marchenko and National Bank Council member Vasyl Horbal are also being considered.
At the same time, according to unofficial information from the publication, Serhiy Marchenko allegedly refused the opportunity to head the regulator.
There is currently no official confirmation of these candidacies.
NABU searches the National Bank Chairman
Reports about Pyshny’s possible resignation appeared after investigative actions conducted on October 20 by the National Anti-Corruption Bureau of Ukraine and the Specialized Anti-Corruption Prosecutor’s Office.
Then law enforcement officers searched the National Bank Chairman.
NABU reported that no one was detained or suspected during the investigative actions.
Andriy Pyshny himself stated that the searches did not concern either the activities of the National Bank or his professional work.
At the same time, MP Yaroslav Zheleznyak linked the conduct of investigative actions with issues related to the Karpatneftekhim enterprise and the nationalized Sense Bank.
What is known about the anti-corruption investigation surrounding Sense Bank
Previously, NABU and SAPO reported on the conduct of an anti-corruption operation called “Forest Gump”.
According to the investigation, a group of individuals could use the state-owned Sense Bank for private interests, in particular to conduct financial transactions with funds of allegedly illegal origin.
Within the framework of this proceeding, law enforcement officers reported on procedural decisions regarding a number of officials and representatives of the banking institution.
In particular, in August, the government adopted a decision to suspend the chairman of the supervisory board of Sense Bank, Mykola Hladyshenko, from exercising his powers for a period of six months.
The suspension of the chairman of the bank’s board, Oleksiy Stupak, was also initiated.
Subsequently, the National Bank adopted a decision on the non-compliance of the Chairman of the Supervisory Board with the established independence requirements and initiated administrative proceedings to assess the collective suitability of the Supervisory Board.
At the same time, conducting searches or mentioning officials in the investigation materials does not in itself prove their guilt.
Has a decision been made to dismiss Pyshny
As of November 4, 2026, there is no official decision to dismiss Andriy Pyshny from the position of Chairman of the National Bank.
The presence of a corresponding item on the draft agenda of the Verkhovna Rada does not mean that the parliament will necessarily consider or support the personnel decision.
Further development of the situation will depend on the possible submission of an official submission by the President and the results of the vote of the people’s deputies.
