The Verkhovna Rada of Ukraine adopted bill No. 15532, which postponed the launch of the electronic system for controlling the circulation of excisable goods “eExcise” from November 1, 2026 to July 1, 2027.
252 people’s deputies voted for the relevant decision in the second reading and in total.
Why was the launch of the system postponed
During the consideration of the bill, the head of the parliamentary Committee on Finance, Tax and Customs Policy Danylo Getmantsev stated that without the postponement of the deadlines, the state budget could lose about 500 million hryvnias daily.
At the same time, people’s deputy Nina Yuzhanina criticized the delays in preparing the system. According to her, the Cabinet of Ministers was supposed to adopt the necessary by-laws within six months, but this process lasted 16 months. The Ministry of Digital Transformation also did not have time to ensure the full launch of the system.
The postponement was supported by the Ministry of Digital Transformation and the State Tax Service.
What will change for business
The eExcise system provides for electronic tracking of the circulation of alcoholic beverages, tobacco products, and liquids for electronic cigarettes.
Its implementation requires technical training of manufacturers, importers, distributors, logistics companies, and retail chains.
Enterprises must adapt their own information systems, production processes, and train personnel.
Currently, about 600 participants are registered in the eExcise test environment.
As a reminder, the parliament adopted the law on the introduction of the electronic excise control system back in July 2023. Since then, the deadlines for its full launch have been postponed several times.
