The Verkhovna Rada prematurely terminated the parliamentary powers of Andriy Zhupanin and Ostap Shypailo, elected from the Servant of the People party. Both parliamentarians voluntarily submitted applications to resign their mandates on August 18, but the parliament was able to adopt the relevant decisions only on the second attempt.
The Verkhovna Rada adopted the relevant decisions on September 3.
234 people’s deputies voted for the early termination of Andriy Zhupanin’s powers, and 235 parliamentarians voted for Ostap Shypailo’s. At least 226 votes were required for the adoption of each decision.
Why the deputies resigned their mandates
The applications for the early termination of the parliamentary powers of Zhupanin and Shypailo were submitted on August 18.
Andriy Zhupanin explained his decision by receiving a new professional offer. He has been a People’s Deputy since 2019, worked in the Verkhovna Rada Committee on Energy and Housing and Communal Services, and also headed the subcommittee on the gas and gas transportation industry.
Ostap Shypailo was also elected to the Verkhovna Rada in 2019 on the Servant of the People party list. He did not provide a detailed public explanation of the reasons for resigning his deputy’s mandate.
Not enough votes on the first attempt
For the first time, the Verkhovna Rada considered the issue of early termination of the powers of two deputies on August 19.
Then, none of the decisions received the required 226 votes. During the re-vote on September 3, the parliament supported both statements.
This is precisely about the voluntary resignation of deputy powers. Zhupanin and Shypailo were not deprived of their mandates as a sanction and were not expelled from parliament by a faction decision.
Who can get vacant seats
Both parliamentarians were elected on the Servant of the People party list. After the early termination of their powers, a replacement procedure is launched.
Vacant parliamentary seats can be transferred to the next candidates on the party’s electoral list in accordance with the procedure provided for by law.
