There are 727 non-bank financial institutions left in Ukraine: what has changed in July

The Ukrainian non-bank financial market continues to shrink. During July 2026, the number of its participants decreased by 11 institutions at once. As of August 1, 727 participants remained in the market. At the same time, the number of banks with a valid banking license did not change – there were 59 of them.
This was reported by the National Bank of Ukraine.
Which financial institutions left the market
In July, the NBU canceled all licenses of one non-life insurer at its own request.
At the same time, the regulator forcibly revoked licenses from six financial companies and two non-life insurers. The National Bank refused to issue a license to another credit union.
In addition, two insurance brokers were forcibly excluded from the State Register of Insurance and Reinsurance Brokers.
How many financial companies operate in Ukraine
As of August 1, 2026, the structure of the non-bank financial market is as follows:
383 financial companies — a month earlier there were 389;
44 non-life insurers — there were 47;
10 life insurance companies;
one insurer with a special status;
96 pawnshops;
79 credit unions;
one lessor;
41 insurance brokers — there were 43;
72 collection companies.
The number of non-bank financial groups, on the contrary, increased — from 39 to 40. There are still 15 banking groups.
What is happening in the payment market
The number of payment systems in July did not change.
There are 13 payment systems created by residents in Ukraine, two of which are state-owned, as well as 10 international payment systems.
At the same time, the number of individual participants in the payment market has decreased. Payment institutions have become 15 instead of 16, commercial agents – 98 instead of 100, and technological operators of payment services – 31 instead of 32.
The number of banks-issuers of electronic money, postal operators, providers of non-financial payment services and financial institutions entitled to provide payment services has not changed.
NBU received over 200 applications per month
During July, the National Bank received 210 applications regarding registration and licensing actions.
The largest number – 95 – concerned financial companies and lessors. Another 45 complaints were received regarding credit unions and pawnshops, 43 regarding banks, and 27 regarding insurers.
As a reminder, in July, the NBU also applied pressure measures to two banks and 19 non-bank financial institutions. The reasons were violations of legal requirements in the field of financial monitoring, currency regulation, and anti-money laundering.
