The Ukrainian labor market has found itself in a paradoxical situation: employers have been unable to find the necessary specialists for months, but at the same time are reducing the number of vacancies. The most acute shortage of personnel is felt by industry, construction, the agricultural sector, medicine and logistics. Why are companies in no hurry to hire new employees and who does the economy need most?

The personnel shortage is deepening in Ukraine. Despite the acute need for qualified specialists, enterprises are becoming more and more cautious in hiring personnel. As a result, a contradictory situation has arisen: some companies cannot fill vacancies for a long time, while the total number of job offers is decreasing.

Who are employers looking for the most

The most difficult situation with personnel is observed in industries that ensure the functioning of the economy and critical services.

In particular, the greatest need for workers is in:

Industry: welders, fitters and electricians.

Construction: qualified workers in technical specialties.
Logistics: drivers and transport specialists.
Medicine: medical workers and pharmacists.
Agriculture: agricultural sector workers.
Light industry: seamstresses and other production specialists.

It is representatives of working and technical professions that are becoming increasingly difficult for enterprises to find.

Vacancies have decreased by 15–18%: what is happening to the labor market

Despite the personnel shortage, Ukrainian companies have begun to open new vacancies less often.

According to published data, in August and September 2026, employers posted fewer job offers than in the same period last year.

In September, the number of new vacancies each week was 15–18% lower than a year earlier.

This indicates a difficult situation in the labor market: a shortage of workers does not necessarily lead to an increase in the number of job advertisements.

Companies may need specialists, but at the same time postpone expanding their staff due to economic uncertainty.

Why Ukraine is short of both work and workers

Experts explain the situation by a structural imbalance in the labor market.

This is a mismatch between professional skills, the availability of workers, and the real needs of employers.

Part of the working-age population is not involved in economic activity, while enterprises in certain industries are experiencing an acute shortage of personnel.

At the same time, business is increasingly taking a wait-and-see approach. In conditions of uncertainty, employers are more cautious in making decisions about hiring new employees.

As a result, even enterprises that need additional workers are not always ready to increase their staff.

What this means for Ukrainians

The situation creates various challenges for employers and job seekers.

For enterprises, a shortage of qualified personnel can mean difficulties in fulfilling orders, expanding production, and maintaining stable work.

For job seekers, the reduction in the number of vacancies can increase competition for individual positions. At the same time, specialists in scarce professions remain in demand.

Thus, the main problem of the Ukrainian labor market is not only the number of employees or vacancies, but also the mismatch between the demand of employers and the capabilities of the available labor force.

While companies are trying to adapt to economic uncertainty, the staff shortage remains one of the challenges for the stable operation of Ukrainian businesses.
