They want to allow students to finish their studies at their school: the Rada is preparing a new bill

In Ukraine, individual students may be legally guaranteed the opportunity to complete their full secondary education in the same institution to which they were enrolled or transferred.
The Verkhovna Rada Committee on Education, Science and Innovations considered two draft laws — No. 15082 and No. 15082-1, which were supposed to regulate this issue during the transition to specialized secondary education. However, both documents were decided to be rejected and a new draft law prepared instead.
Why were the previous draft laws rejected
The specialized committee concluded that the proposed mechanism requires significant revision.
In particular, legislators need to clearly define:
which students will be covered by the transitional guarantees;
for how long they will be valid;
how students will complete specialized secondary education;
the rules for licensing the relevant institutions;
requirements for the constituent documents of schools;
mechanisms that will not allow the creation of specialized classes in institutions that do not meet the types established by law.
Who may be affected by the new rules
The Committee decided to prepare a new draft law based on the rejected initiatives.
The main emphasis is planned to be placed on students who, in the 2026/2027 academic year, will receive specialized secondary education within a two-year high school. They want to provide them with the opportunity to complete their studies at the same general secondary education institution to which they were previously enrolled or transferred.
The new rules are not yet in effect
At present, no new legal guarantees for students have yet been introduced. The final conditions will depend on the text of the new draft law, which has yet to be prepared.
In particular, it is necessary to determine specific categories of students, the terms of validity of transitional provisions, and requirements for educational institutions.
After preparing the document, the Committee plans to recommend to the Verkhovna Rada, based on the results of the first reading, to adopt it as a basis and in its entirety.
The changes are related to the reform of secondary education. From September 1, 2027, it is planned to launch specialized education in academic lyceums, where students will be able to choose their field of study and prepare for their future profession.
