They want to exempt imports for defense needs from taxes: Rada committee supports two bills

The Verkhovna Rada Committee on Finance, Tax and Customs Policy recommended that the parliament adopt draft laws No. 15463-1 and No. 15464-1 as a basis and in their entirety. The documents provide for the expansion of tax and customs benefits for goods used for the needs of the security and defense forces of Ukraine.

The decision was announced by the head of the committee, Danylo Hetmantsev.

Spare parts for defense products want to be exempted from VAT and customs duties

One of the proposed changes concerns components imported into Ukraine for the production of defense goods.

The draft laws provide for the exemption of such imports from import duty and VAT if the manufactured products are subsequently supplied to the security and defense forces.

It is important that the benefit should be applied regardless of the source of financing for production. In particular, this applies to cases when defense products are purchased with the funds of foreign states or their bodies.

Quads and ATVs may also receive tax benefits

The second direction of changes concerns vehicles needed by the military.

It is proposed to exempt from import duty, VAT and excise tax operations for the import into Ukraine and the supply on its territory of quads and ATVs, if they are intended for the needs of the security and defense forces.

Thus, if the draft laws are adopted by the parliament, the import of such vehicles for defense needs may become cheaper.

What’s next

At the moment, we are talking about the recommendation of a specialized parliamentary committee. In order for the proposed changes to work, draft laws No. 15463-1 and No. 15464-1 must be supported by the Verkhovna Rada.

Both documents were registered on August 6, 2026 and provide for relevant amendments to the Tax and Customs Codes of Ukraine.
