The Verkhovna Rada of Ukraine has approved amendments to the State Budget for 2026, which provide for a significant increase in funding for the security and defense sector. Part of the additional funds will be directed to increasing the financial support of military personnel and reforming contract service.

As reported by President Volodymyr Zelensky, the minimum level of payments for military personnel in the rear will be 30 thousand hryvnias, while for fighters on the front lines the average level of financial support may reach 300 thousand hryvnias, depending on the number and complexity of combat missions.

The increase in funding was made possible thanks to international support, in particular the Ukraine Support Loan program, within the framework of which Ukraine will receive 45 billion euros from the European Union. The total amount of funding for the security and defense sector will increase by 1.56 trillion hryvnias and will exceed 4.3 trillion hryvnias.

Prime Minister Yulia Svyrydenko emphasized that the additional resources will allow not only to meet the needs of the Defense Forces, but also to strengthen the social protection of the military.

A separate direction of the reform will be the renewal of contract service for infantrymen. The Ministry of Defense is already working on new contract formats with clearly defined terms of service, guaranteed conditions, and real deferral mechanisms. The government notes that the relevant mechanisms for implementing new payments should be approved in the near future.
