The Ministry of Veterans of Ukraine plans to submit a draft law by the end of 2026, which should comprehensively regulate the state veteran policy. Currently, about 90% of the provisions of the document have already been agreed with representatives of the veteran community and experts.
New law on veterans: what is known
According to the head of the Ministry of Veterans, the preparation of the draft law is taking place in cooperation with the veteran community and specialized experts.
So far, approximately 90% of the provisions of the future document have been agreed.
At the same time, some issues remain debatable and require additional processing.
The ministry plans to submit the draft law in the already agreed version so as not to delay the process of legislative regulation of veteran policy.
In the future, the document may be finalized taking into account the proposals of the public and experts.
Why does Ukraine need a new law
The Ministry of Veterans emphasizes that the lack of comprehensive legislative regulation complicates the formation of a unified state policy on veterans.
The new document should create a legislative basis for a coordinated approach to veteran policy issues.
At the same time, specific provisions of the draft law, in particular regarding social guarantees, payments or benefits, have not yet been made public.
Therefore, it is premature to talk about the introduction of new payments or changes to existing benefits.
Ukraine also plans to create a State Service for Supporting Veterans
A separate area of work of the Ministry of Veterans is the creation of a State Service for Supporting Veterans.
Earlier, the department announced its intention to develop uniform standards for providing services in order to ensure equal opportunities for receiving support for veterans.
According to Vitaliy Kim, the creation of such a service based on the State Service for Supporting Veterans will allow using the existing organizational structure without forming additional institutions.
It is expected that standardization of services will help streamline the system of supporting veterans.
When can the new law be adopted
The ministry plans to submit the draft law by the end of 2026.
However, the submission of a document does not mean its automatic adoption.
To enter into force, a law must undergo the procedure provided for by law for consideration in the Verkhovna Rada and be signed by the President of Ukraine.
