Ukraine is preparing to legalize cryptocurrency: crypto exchanges will operate under licenses

The Verkhovna Rada is completing preparations for the second reading of draft law No. 10225-d, which is supposed to regulate the crypto-asset market in Ukraine and bring it into the legal field.
This was reported by the parliamentary Committee on Finance, Tax and Customs Policy.
The document is being developed jointly with the National Securities and Stock Market Commission, relevant state bodies and experts.
The draft law provides for the licensing of crypto exchanges, the introduction of transparent market rules according to European standards, as well as the creation of mechanisms to protect investors and control the origin of digital assets.
One of the key aspects will be the strengthening of financial monitoring to prevent the use of cryptocurrencies in schemes to hide illegal income and assets.
The Committee also drew attention to the rapid growth in the number of crypto-assets in the declarations of Ukrainian officials. According to the Unified State Register of Declarations, in 2025, 2,861 declarations were filed indicating cryptocurrencies, which is 16% more than a year earlier.
The parliament emphasizes that legalizing the market will not only establish clear rules of the game for business, but will also provide additional revenues to the state budget through taxation of transactions with virtual assets.
Currently, the draft law is awaiting consideration in the second reading.
