Ukraine is preparing unified rules for electronic invoices: they should replace certificates of work performed

In Ukraine, they plan to introduce unified standards for the exchange of electronic invoices between businesses, government agencies and technological platforms. In the future, such a format should become one of the steps towards abandoning the usual acts of work performed.
Volodymyr Zmiyevsky, Director of the Department of Digital Transformation and Innovation Policy of the Ministry of Economy, spoke about the preparation of the changes.
What is planned to change
The Ministry of Economy, together with the Ministry of Digital Transformation, is working on the standardization of data exchange.
This involves creating unified rules that will allow businesses, government agencies and digital platforms to exchange electronic documents in a standardized format.
According to Zmiyevsky, the relevant processes are planned to be regulated by a government resolution.
One of the key areas will be the introduction of standardized electronic invoices. The Ministry of Economy considers this tool as a possible step towards the gradual replacement of acts of work performed.
Ukrainian documents must be compatible with European ones
A separate reason for the changes is the implementation of European legislation.
Ukraine must ensure the possibility of compatible electronic data exchange not only within the country, but also with other states and their institutions.
This, in particular, will apply to accounting, which representatives of small, medium and large businesses work with every day.
According to a representative of the Ministry of Economy, work on the relevant changes began last year and is currently continuing.

Volodymyr Zmiyevsky also noted that Ukrainian companies are ready to more actively switch to digital solutions and use artificial intelligence technologies.
At the same time, one of the risks for digitalization remains the consequences of war and attacks on infrastructure, since stable data exchange and storage directly depend on its operation.
Despite this, the Ministry of Economy expects that military challenges will not stop the further digitalization of Ukrainian business.
Important: This is about preparing and standardizing relevant processes. This does not mean that certificates of work performed have already been canceled or that businesses should immediately switch to a new format.
