Ukraine may introduce a new system of speeding fines

Ukraine is preparing changes to the system of liability for traffic violations. The government plans to introduce differentiated fines for speeding and increase liability for drivers who systematically ignore road safety requirements.
This was announced by Prime Minister of Ukraine Yulia Svyrydenko after a meeting with representatives of the Ministry of Internal Affairs and the government.
According to her, the main goal of the upcoming changes is to reduce the accident rate and increase road safety. In particular, a mechanism is being considered under which the size of the fine will depend on the level of exceeding the established speed.
Special attention is planned to be paid to drivers who regularly violate traffic rules. According to data from the automatic system for recording violations, over the past year, almost 2.9 thousand drivers exceeded the speed limit more than 50 times. Another 35 thousand people were recorded by cameras more than ten times, and almost 12.5 thousand drivers violated the speed limit more than twenty times.
The government emphasizes that the proposed changes will not affect the majority of conscientious drivers. The new mechanisms are primarily aimed at those road users who systematically create dangerous situations on the roads.
In parallel, the expansion of the network of automatic recording of violations is underway. Currently, about 377 speed cameras operate in Ukraine, and in the near future their number is planned to be increased to over 410.
The government also intends to regulate the use of electric scooters and other light personal transport. According to official data, in the first five months of 2026 alone, the number of road accidents involving such vehicles increased by almost 67%.
In the near future, the Ministry of Internal Affairs will present prepared proposals to the people’s deputies for further discussion and legislative regulation.
