Ukraine may limit officials’ salaries and review million-dollar payments to members of supervisory boards

During the preparation of the State Budget of Ukraine for 2027, it is proposed to increase savings in the public sector. The Chairman of the Verkhovna Rada, Ruslan Stefanchuk, spoke in favor of establishing a maximum level of payments for some civil servants, as well as reviewing allowances, supplements and remuneration of members of supervisory boards.
Stefanchuk announced the relevant proposals during a briefing in Odessa.
According to him, in wartime conditions, a regime of maximum savings should apply during budget formation. At the same time, the reduction of expenditures should not equally apply to all employees of the public sector.
They want to establish a maximum level of payments for officials
One of the proposals is to limit the maximum amount of payments for a large category of civil servants.
Stefanchuk emphasized that the revision may concern not only salaries directly, but also allowances and supplements. At the same time, according to him, the remuneration system should ensure a decent level of employee maintenance.
The Chairman of the Verkhovna Rada paid special attention to the remuneration of members of supervisory boards.
According to him, individual members of such councils can receive 3–4 million hryvnias per month, and in wartime conditions such payments need to be revised.
The parliament is working on a single tariff scale
In parallel, the Verkhovna Rada is working on a legislative initiative on a separate tariff scale.
According to the plan, the system should clearly define the levels of positions and their corresponding salaries in the public sector. Stefanchuk said that the remuneration model should be clear and give the employee the opportunity to see the prospects for professional and salary growth.
How much is provided for the maintenance of government bodies
The draft State Budget for 2027 provides UAH 83.3 billion for the maintenance of government bodies, excluding law enforcement agencies. Almost UAH 12 billion more is planned to be directed to the activities of regional and district state administrations. These figures are also given by the official portal of the Verkhovna Rada.
Stefanchuk noted that savings should apply to everyone, but when making decisions, it is necessary to take into account the actual workload on employees.
Where expenses do not correspond to the functional load, they are proposed to be reduced. At the same time, employees who have a significant amount of work should keep their salaries, but with a maximum level of payments.
Ukraine depends on international financial support
Another area of work on the budget remains attracting international funding. In particular, it concerns fulfilling the conditions of the Ukraine Facility and International Monetary Fund programs.
According to Stefanchuk, about 70 kopecks out of every hryvnia of financial resources, which he spoke about in the context of the budget, fall on foreign aid. The Speaker of the Parliament emphasized the importance of maintaining the support of international partners.
At the same time, the announced restrictions on salaries, allowances, and rewards are currently proposals within the framework of preparing the 2027 budget, and not already implemented rules.
