Ukraine plans to create the Cyber Forces of the Armed Forces of Ukraine: a new branch of troops for conducting operations in digital space

Ukraine is preparing a bill on the creation of Cyber Forces within the Armed Forces for the second reading. The new branch of the military is to become a key element of the state’s cyber defense system and will be responsible for conducting military cyber operations, protecting information systems, and countering cyber attacks.
According to the legislative initiative, the Cyber Forces will become a separate structure within the Armed Forces of Ukraine, which will protect Ukraine’s sovereignty in cyberspace, conduct special operations, and coordinate actions in the field of cybersecurity. Particular attention is paid to the development of cyber deterrence and gaining an advantage over the enemy in the digital environment.
The tasks of the Cyber Forces will also include protecting control systems, electronic communications, and critical infrastructure, as well as interacting with international partners, in particular within the framework of NATO standards, which recognizes cyberspace as a separate sphere of military operations.
The draft law provides for the creation of a specialized structure with military units, educational institutions, research centers and laboratories, as well as the formation of a separate cyber reserve, which will be able to be joined by specialists from Ukraine and other countries.
A feature of the initiative is the possibility of remote recruitment of reservists and a system of material incentives, which provides for increased salaries and rewards for successful cyber operations, in particular at the strategic level.
The Verkhovna Rada Committee notes that the adoption of the law will significantly strengthen Ukraine’s capabilities in the field of cyber defense, adapt the legislation to modern challenges and create an effective tool for countering cyber aggression.
Currently, the draft law is awaiting consideration in the second reading in the Verkhovna Rada of Ukraine.
