Ukraine plans to significantly increase payments to children with disabilities: how much will be paid from 2027

In Ukraine, from January 1, 2027, they plan to significantly increase state assistance to children with disabilities and persons with disabilities since childhood. For certain categories, together with the care allowance, the amount of payments may reach 16 thousand hryvnias per month.

The corresponding funds are included in the draft State Budget of Ukraine for 2027. This was reported by People’s Deputy Iryna Borzova, the press service of the Verkhovna Rada of Ukraine reports.

How much will children with disabilities receive

The law provides for a base amount for calculating the assistance in the amount of 4 thousand hryvnias. Its amount will be determined annually by the law on the State Budget in the future.

In the event of the adoption of a budget with the provided funding, from January 1, 2027, assistance to a child with disabilities will be 200% of the base amount – not less than 8 thousand hryvnias per month.

A separate care allowance is provided for:

not less than 4 thousand hryvnias – if the medical advisory commission has confirmed the child’s need for care;
not less than 8 thousand UAH – for children with disabilities of subgroup A.

Thus, for a child with disabilities of subgroup A, the total amount of state assistance, together with the care allowance, can be at least 16 thousand UAH per month.

Payments after 18 years of age will also increase

The changes will also apply to adults with disabilities since childhood. The amount of assistance will depend on the established group:

Group I – 8 thousand UAH per month;
Group II – 4 thousand UAH;
Group III – 3 thousand UAH.

Additionally, care payments are provided. For persons with disabilities of group I of subgroup A, the allowance will be at least 8 thousand UAH, for other persons in need of care – from 4 thousand UAH.

According to Iryna Borzova, the current level of state assistance is not enough to cover the costs of families raising children with disabilities or caring for adults with disabilities since childhood.

In addition to increasing cash payments, the law provides for the provision of basic social services to such families.

According to the data announced by the People’s Deputy, there are more than 230 thousand children with disabilities and adults with disabilities since childhood in Ukraine.

At the same time, the indicated amounts are tied to the funding provided by the state budget. The Verkhovna Rada has only just begun considering the draft budget for 2027, so the final budget indicators must be approved by the parliament.
