Ukraine proposes allowing citizens to record traffic violations online and receive rewards

In Ukraine, it is proposed to change the approach to monitoring compliance with traffic rules, giving citizens the opportunity to independently record individual violations using photo and video recording, send materials through a special online system and receive a monetary reward if the violation is confirmed.

The relevant initiative is set out in electronic petition No. 41/010272-26еп, registered at the address of the Cabinet of Ministers of Ukraine.

Online recording without calling the police

The author of the petition proposes to create an electronic service that will allow citizens to report individual violations of the Traffic Rules without the need to call the police.

It is assumed that users will be able to record, in particular, violations of parking rules using a photo or video recording, and then send the relevant materials through a special online platform for further verification by authorized bodies.

They propose to pay 20% of the fine

One of the key proposals is financial incentives for citizens who report confirmed violations.

According to the petition, the person who recorded the violation and reported it should receive 20% of the amount of the fine paid after the completion of the relevant procedure for holding the violator accountable.

In the author’s opinion, such a mechanism will contribute to more active participation of citizens in ensuring road safety.

Strengthening liability for violation of parking rules

A separate block of proposals concerns changes in the field of vehicle parking.

In particular, it is proposed to:

increase the number of official parking spaces;
significantly strengthen liability for illegal parking in places designated for persons with disabilities;
expand the possibility of being held accountable for violation of parking rules even in private territories, in particular near shopping centers.
What fines are proposed to be introduced

The author of the petition proposes to significantly increase administrative sanctions for individual violations of parking rules.

In particular, it is proposed to establish:

10,000 hryvnia fine – for the first violation;
20,000 hryvnia fine and deprivation of the right to drive vehicles for a period of six months – for a repeated violation;
50,000 hryvnia fine and deprivation of the right to drive vehicles for a period of one year – for the third violation within a year.
Why are such changes proposed

The author of the initiative notes that the problem of illegal parking, especially in places designated for people with disabilities, remains relevant in Ukraine.

In his opinion, in conditions of a full-scale war, this issue acquires particular importance, because the number of veterans and civilians who, after injuries, need unhindered access to specially equipped parking spaces is constantly growing.

At the same time, it should be noted that at present we are only talking about the proposals set out in the electronic petition. For their implementation, the adoption of relevant regulatory legal acts and amendments to the current legislation of Ukraine is necessary.
